Needs-based competitive grant program within each District

Brief description of program or funding including funding distribution method (formula or competitive grant): Normal program funds are provided to support the capital and operating expenses in non-urbanized areas (under 50,000 in population).  ARRA funds are for capital purchases only.  Funds are distributed to Districts based on the percentage of statewide rural population in that District.  Districts conduct a needs-based competitive grant program to award funds.  For ARRA funds the stipulation for ability to meet the spending deadlines was added to the selection criteria.

When funds are expected to be available:  May 2009

How long are funds available:    Funds will be available until September 30, 2010.
