Marine and Coastal Habitat Restoration Projects

Grant applications have been submitted by the State to NOAA for oyster relays and shell planting in the Panhandle and for marine debris removal in the Indian River Lagoon area ($4M).

Brief description of program or funding including funding distribution method (formula or competitive grant):

ARRA provided $230 million to the National Oceanic and Atmospheric Administration (NOAA) for Operations, Research and Facilities of which NOAA is making $170 million in competitive grants available to fund coastal and marine habitat restoration.  The Notice of Funding Availability (NOFA) was published in the Federal Register on March 6, 2009 and all grant proposals must be submitted by April 6.  The NOFA states that the typical award is anticipated to range from $1.5 million up to $10 million.  FDACS is submitting two grant proposals – one for oyster relays and shell planting in the panhandle and the other is for marine debris removal in the Indian River Lagoon area.  The combined total of both grant applications will be approximately $4 million. 

When funds are expected to be available:

Since this is a competitive grant, it is unknown if either of our two proposals will be chosen to receive funding.  However, we anticipate that funded grants will be announced sometime after May, 2009.

How long are funds available:

If we receive a grant award, projects must begin within 90 days of receiving the award and should be able to be completed within 18 months of award date.

There is no statutory matching requirement.
