Violence Against Women

Section: Division A, Title II | Agency: Dept. of Children and Families

The STOP Violence Agains Women Program supports communities in their efforts to hire and retain criminal justice and victim services personnel that respond to violence crimes against women as a way to develop and strengthen effective law enforcement, prosecution strategies, and victim services in cases involving violent crimes against women. Funding is provided to over 40 programs throughout the state.

Brief description of program or funding including funding distribution method (formula or competitive grant):  The goal of VAWA STOP (Services, Training, Officers, Prosecutors) is to support a community-based approach to combating domestic violence, sexual violence and stalking.  It is a formula grant to the state and a formula grant (prescribed by the grant) from the state to providers.  Florida allocates 25% to law enforcement, 25% to prosecutors, 40% to victim services and 5% to the courts.  To further the purposes of the Recovery Act, OVW encourages states to target Recovery Act funding to hiring and retaining criminal justice and victim services personnel who respond to violent crimes against women, as well as supporting other strategies that create and preserve jobs and promote economic growth while improving responses to domestic violence, dating violence, sexual assault, and stalking.

When funds are expected to be available:  May 1, 2009

How long are funds available: Funds are available for expenditure for 24 months, however, they must be obligated by September 30, 2010.

Conditions or prerequisites for accessing funds (include matching or MOE requirements):  There is a 25% match requirement with the exception of victim service providers.  No matching funds are required for any grant or subgrant for victim service providers.  The State is responsible for providing match for the victim service area.  The 25% match can be satisfied with either cash or in-kind services.
