Wildfire Prevention (enhanced funding for fuel reduction)

Brief description of program or funding including funding distribution method (formula or completive grant): Florida Community’s Fuels Management Program Phase 1 for statewide hazardous fuels reduction. Grant was approved on March 11, 2009. Awarded as State Fire Assistance grants for a four-part project.
- Contracting for mechanical fuel reduction in areas of high wildfire risk throughout the state, strategically placed to provide protection to thousands of residents. At least 1 project has been located in each of the 15 Florida Division of Forestry (DOF) field units, targeting high risk areas.
- Contract for Firewise program delivery to Florida’s highest risk urban interface areas threatened by wildfire.
- Public wildfire prevention and safety education outreach through a multi-media approach.
- DOF field unit personnel have been conducting hazardous fuels treatments on private and public lands in addition to contracting fuels reduction projects.

Florida Community’s Fuels Management Program Phase 2 for statewide hazardous fuels reduction. Anticipate grant will be approved in July 2009. Awarded as State Fire Assistance grants for a five-part project.
- Develop 3 prescribed burn teams to augment current hazard fuels management activities in three regions of the state. DOF will purchase fire equipment to support the burn teams.
- Contract for hazard fuel reduction through mechanical and prescribed burning means.
- Contract for the delivery of Firewise programs to local homeowner and civic groups to increase the delivery of wildland fire educational tool.
- Contract for the development of Community Wildfire Protection Plans to further enhance homeowner involvement in protecting their local community.
- DOF will purchase additional mechanical hazardous fuels reduction equipment for selection field units to enhance hazardous fuels reduction in high risk urban interface areas.

Regional Longleaf Pine Restoration Initiative program in Florida, Alabama, Georgia, South Carolina, and North Carolina for restoring longleaf pine ecosystems on state-owned and private lands (Florida grant share is $1.7M). Awarded as State and Private Forestry grants for a four-part project.
- Public Lands Management-includes longleaf pine establishment on lands not currently supporting longleaf pine, native understory establishment and enhancement, prescribed burning, mid-story reduction and intermediate stand improvement testaments, invasive species control, and enhancement of existing Red-Cockaded Woodpecker programs on selected State Forests.
- Private Lands Management-provide incentive payments to private forest landowners for site preparation and planting of longleaf pine, prescribed burning, understory establishment, timber stand improvement, fire line construction, herbicide application, mowing, and invasive species control. No cost-share is required from the landowner.
- Plant Materials Capacity-increase availability of longleaf pine see, seedlings, and associated understory plant materials for longleaf pine restoration.
- Education and Outreach-educate the public and forestry professionals on the values, opportunities, and methods of longleaf pine restoration. Includes training opportunities for DOF staff, forestry consultants, and private forest landowners, and the production and distribution of educational materials and outreach through mass media to raise public awareness.
