Energy Efficiency Block Grant to Fund Green Government Grant Program

Brief description of program or funding including funding distribution method (formula or competitive grant):

The Energy Efficiency & Conservation Block Grant was created by the Congress within the Energy Independence & Security Act of 2007 and has never been funded since creation.  The ARRA included $2.8 Billion for the EECBG.  The Block Grant uses a formula for allocation:  68% of total funds goes directly from the U.S. Department of Energy to cities with populations greater than 35,000 and counties with populations greater than 200,000.  Each state is guaranteed to have its top 10 cities and top 10 counties funded under the allocation.  On March 26, 2009, the U.S. Department of Energy announced formula allocations of $138,241,800 to 17 counties, 69 cities, and 2 tribal governments in Florida.

The Block Grant allocates 28% of total funding to States, of which 60% must be allocated to cities and counties with populations below the direct-funding threshold.  Florida’s share of the States portion of the EECBG is $30,401,600 of which $18,240,960 would be allocated to the smaller cities and counties.  The States are given discretion in developing allocation methods for these funds. 

 Funding from the Energy Efficiency & Conservation Block Grant is specifically targeted at:

·         Reducing fossil fuel emissions created as a result of activities within the jurisdictions of eligible entities;

·         Reducing total energy use;

·         Improving energy efficiency in the transportation, building, and other appropriate sectors

When funds are expected to be available:  July 1, 2009

How long are funds available: All funds must be obligated by September 30, 2010.
