Homeless Prevention

The funding will provide short- and medium-term financial assistance to help households with rental payments or to relocate the household to more affordable housing if they are unable to retain their current housing.

Brief description of program or funding including funding distribution method (formula or competitive grant): The Homeless Prevention Funds are to assist the households who face the loss of their home or apartment due to the current economic recession and foreclosure crisis.  The funding will provide short and medium term financial assistance to the households to help them with rental payments, or to relocate the household to more affordable housing if they are unable to retain their current housing.  The money may be used for rental assistance, security deposits, utility payments and deposits, moving expenses and other homeless prevention services. 

The funds were allocated to units of local government and the state based on the formula for the Emergency Shelter Grant program at HUD.  The HUD Secretary established a minimum grant award amount nationally. 

In order to address the Congressional intent to expend these dollars quickly to help those in need, the Department is looking to use a funding formula to do an initial allocation of the money to our local communities.  Factors under consideration for the formula include number of unemployed persons, households receiving food stamps and households who were evicted in the last year.

When funds are expected to be available:  Shortly after March 17, 2009 with the grant requirements published in the Federal Register.

How long are funds available:  Available until September 30, 2011.  At least 60% of the grant award must be expended by the end of the 24th month after grant award.  Failure to reach this spending target is cause for the HUD Secretary to recapture the unspent dollars and reallocate those funds to other grantees.

Conditions or prerequisites for accessing funds (include matching or MOE requirements):  No match required.  No state maintenance of effort requirement either.
