IV-E - Foster Care

Potential increased funding related to increase in FMAP for Title IV-E Foster Care. Depends on renegotiation of Florida's waiver with Dept. of Health and Human Services. Allocation represents estimates if Florida successfully negotiates a proportional share of the increase.

Brief description of program or funding including funding distribution method (formula or competitive grant): Potential increased funding related to increase in FMAP for Title IV-E Foster Care. Because Florida is under a statewide waiver, it no longer claims Title IV-E Foster Care funding as an entitlement. Instead, it is treated almost like a block grant. Initial discussions with federal officials indicate agreement that Florida should receive some funds. The amounts above are DCF estimates only and still must be negotiated (this is most funding appears in SFY 2010). Note that these funds are NOT eligible for additional FMAP increase related to unemployment.

When funds are expected to be available: Unknown as discussions are just beginning with federal government.

How long are funds available:   Increased FMAP available through December 31, 2010.

Conditions or prerequisites for accessing funds (include matching or MOE requirements):   It is likely that these funds will be required to be retained in the child welfare system (i.e. they cannot be used to supplant state funds).
